The agitation group of the ruling party “New Azerbaijan” has started signature gathering campaign to support the changes to the Constitution. No proposals by other initiative groups have beene received yet, the Secretary of the Central Election Commission (CEC) Natig Mammadov said.

However N.Mammadov said that there was enough time left for registeration of such groups to carry out agitation campaign on preparation to the referendum. “The applications should be presented within 45 days before the referendum. Februaey 1 is the deadline to send documents. The documents will be viewed within 5 days and a notice in written form is granted on receipt of the documents”.  

The registered agitation groups should stop their activities 28 days before the referendum. The agitations will be carried out within the norms used during the presidential elections in 2008, N.Mammadov said. Besides that, CEC also intends to adopt a normative document to regulate the prosedures.

“Similar terms of agitation, the agitation subjects and the approaches will be used.  The agitation groups wishing to get unpaid air time will hold draw. The air time will be available at least 3 hours a week. 1/3 of the air time will be spent to debates.  Other TV channels can organize speech of the agitation groups in any desired form. But everything should be within laws”.
