The field assistants to the Special Envoy of the OSCE Chairman-in-Office Peter Key and Anthal Herdic conducted the monitoring from the Azerbaijani side.
OSCE representatives conducted monitoring on August 27 in the contact line of troops near Barda-Aghdam road within the mandate of Special Envoy of the OSCE Chairman-in-Office. ANS PRESS informed the monitoring finished without any incidents. The conflict between Armenia and Azerbaijan over Daqliq Qarabaq (Nagorno-Karabakh) region began in 1988 as the result of territorial claims by Armenia against Azerbaijan. Between 1988 – 1994, Armenia occupied 20% of the Azerbaijani lands including the Daqliq Qarabaq and its seven neighboring regions. In 1994, Azerbaijan and Armenia signed a ceasefire agreement. The field assistants to the Special Envoy of the OSCE Chairman-in-Office Peter Key and Anthal Herdic conducted the monitoring from the the Azerbaijani side and the field assistants of the Special Envoy of the OSCE Chairman-in-Office Jiri Aberleh and Vladimir Chountulov conducted monitoring from Armenian side. In 1992, Conference on Security and Cooperation in Europe (CSCE, now Organization for Security and Co-operation in Europe (OSCE)) established Minsk Group, co-chaired by Russia, France and the US, to encourage a peaceful, negotiated resolution to the conflict.
